1868 On February 13, 1868,  Senator Richard Yates of Illinois, introduced a bill, S. 357 before the Fortieth Congress, second session for a "Temporary government for the Territory of Lincoln (Wyoming)" This was the 5th time that a bill had been introduced in Congress to create the Territory. This was the bill that would eventually become the Organic Act of Wyoming which created the Territory of Wyoming.  

1906 Casper received a $13,000.00 Carnegie Library grant on February 13, 1906. On May 20, 1910, Natrona County's Carnegie Library was opened to the public. http://www.natronacountylibrary.org/about/history/
