1868 On February 13, 1868, Senator Richard Yates of Illinois introduced bill S. 357 before the Fortieth Congress, second session, for a "Temporary government for the Territory of Lincoln." This was the fifth time a bill had been introduced in Congress to create the Territory. This was the bill that would eventually become the Organic Act of Wyoming, which created the Territory of Wyoming.
