1831 John Wesley Hoyt was born on October 13, 1831. He was the third Territorial Governor of Wyoming, serving from 1878 to 1882. He also served as the University of Wyoming's first president from 1887 to 1890.
1869 On October 13, 1869 J.A. Campbell, Territorial Governor of Wyoming recommended the establishment of a territorial library in a speech to the Wyoming Territorial Legislature. The Wyoming Territorial Library was established two years later. In 1890, it became the Wyoming State Library. The first Territorial Library was located in the Cheyenne Opera House at 17th and Capitol Avenue.
1909 Rochelle Post Office was established on October 13, 1909 near the Rochelle Hills of northeastern Wyoming.
